Information Requested

I request the following information regarding ambulance operations and associated arrangements at Balmossie Fire & Ambulance Station: 

  1. Ambulance Turnout Data
  •    The number of ambulance incidents attended from Balmossie Fire & Ambulance Station, categorised by the Scottish Ambulance Service’s Clinical Response Model (Purple, Red, Amber, Yellow).
  •    Please provide this information for each of the last Three calendar years (2021–2024, or the most recent available).
  •    Annual totals are sufficient, but if the information is readily available by month or quarter, please provide this.
  1. Financial and Facilities Arrangements with SFRS
  •    Details of the financial contribution currently made by the Scottish Ambulance Service to the Scottish Fire and Rescue Service (SFRS) for the use of Balmossie Fire & Ambulance Station and its facilities.
  •    A copy of any agreements, leases, or memoranda of understanding between SAS and SFRS that set out these financial arrangements.
  •    Any records of changes to these arrangements over the last five years.

  •    I am requesting summary-level figures only. No patient-identifiable data is required.
  •    For financial arrangements, I seek copies of existing agreements or summary records — not the creation of new documents.

  •    The number of ambulance incidents attended from Balmossie Fire & Ambulance Station, categorised by the Scottish Ambulance Service’s Clinical Response Model (Purple, Red, Amber, Yellow).
  •    Please provide this information for each of the last Three calendar years (2021–2024, or the most recent available).
  •    Annual totals are sufficient, but if the information is readily available by month or quarter, please provide this.

Please see the attached sheet detailing the number of attended ambulance incidents made by Monifieth Crews who operate out of Balmossie Fire and Ambulance Station for each call category for since January 2002 – December 2024 which is the most recent data available to us at the time of your request. 

 

 

  1. Financial and Facilities Arrangements with SFRS
  •    Details of the financial contribution currently made by the Scottish Ambulance Service to the Scottish Fire and Rescue Service (SFRS) for the use of Balmossie Fire & Ambulance Station and its facilities.

Please see the attached sheet detailing the financial contributions made by the Scottish Ambulance Service to Balmossie Fire and Ambulance Station. 

 

  •    A copy of any agreements, leases, or memoranda of understanding between SAS and SFRS that set out these financial arrangements.

The Scottish Ambulance Service has applied section 33(1)(b) of the Freedom of Information Scotland Act 2002 to the release of the Memorandum of Terms of Occupancy.   

The requested information includes details of a lease agreement between The Scottish Ambulance Service and The Scottish Fire and Rescue Service.  Disclosure of this information would or would likely to substantially prejudice the commercial interests of the Scottish Ambulance Service. 

Specifically it contains: 

  • Financial terms and conditions that are not publicly available. 
  • Information that would undermine the negotiating position of either party in future lease or property transactions. 

 

While there is the public interest in transparency regarding public sector property arrangements, this must be balanced against the potential harm to commercial interests.  In this case, the public interest in maintaining the exemption outweighs the public interest in disclosure, as releasing this information could: 

  • Harm the competitive position of the Scottish Fire and Rescue Service. 
  • Discourage future commercial engagement with the Scottish Ambulance Service. 
  • Lead to financial loss or disadvantage in future negotiations. 

 

  •    Any records of changes to these arrangements over the last five years.

There have been no changes to this agreement over the past 5 years.
