- Information Requested
Requested Information Any records, reports, incident logs, internal communications, or other documents held by the Scottish Ambulance Service that refer to instances of difficulty or inability for ambulances or paramedic crews to access properties or reach patients due to vehicle parking or pavement parking, since the introduction and enforcement of the Transport (Scotland) Act 2019 parking prohibitions - specifically within Glasgow.
This should include—but not be limited to—cases involving: pavement parking (vehicles parked partially or wholly on footways) double parking, parking adjacent to dropped kerbs or crossing points other vehicle obstructions preventing or delaying ambulance access Whether or not these terms are explicitly used in the records.
If no such records exist, a statement confirming this. Legislative / Policy Context (for clarity) This request specifically relates to: The Transport (Scotland) Act 2019, Part 6, which prohibits pavement parking, double parking, and parking at dropped kerbs. The enforcement of these prohibitions by Glasgow City Council and other Scottish local authorities (e.g. the pavement parking ban enforced from 29 January 2025 in Glasgow). Scope and Format This request is not limited to any specific street or area: I seek records from across Glasgow, where such access issues have been recorded.
- Response
Following a thorough search of our systems and records, we can confirm that the Scottish Ambulance Service does not hold information in a format that allows us to report on ambulance access issues specifically linked to pavement parking, double parking, parking adjacent to dropped kerbs, or other vehicle obstructions, whether or not these terms are explicitly used.
While our operational systems record general response times and incident details, they do not include structured data or searchable fields that would allow us to identify or extract cases where access was impeded due to parking-related obstructions. Identifying such cases would require subjective interpretation and complex judgment across unstructured records, which goes beyond the scope of compiling existing information.
For this reason, we are applying Section 17 of the Freedom of Information (Scotland) Act 2002, as the information you have requested is not held.
