- Information Requested
I am looking for the number of physical responses that have been made by senior managers, asst heads/leads, within the EPDD that claim an allowance for being 'on call' over the last 3 years.
- Response
Under Section 17 of the Freedom of Information (Scotland) Act 2002 (FOISA), the Scottish Ambulance Service does not hold the requested information in a reportable form. Specifically, we do not maintain a dataset that records the number of physical responses (attendance at incidents) by EPDD senior managers/assistant heads/leads while claiming an on‑call allowance.
Operational incident records do not contain a standard field that identifies the responder as “an EPDD manager” nor do they link attendance to payroll status (e.g., on‑call allowance). EPDD managers can attend under different call signs and roles, and any mention of their attendance may only appear—if at all—in free‑text notes that are not searchable by role/department.
To produce the figure requested, we would have to manually check individual incident records and review narrative notes across the period in question to determine whether an EPDD manager attended. We consider this would exceed the upper cost limit set by the FOISA Fees Regulations. Accordingly, under Section 12(1) of FOISA, we are not obliged to comply with the request because the cost of doing so would be excessive.
