I am writing to make a request for all the information to which I am entitled under the The Freedom of Information (Scotland) Act 2002. I am interested in reports produced for the Scottish Ambulance Service by Richard Muirhead about their response to the Lockerbie plane crash of 21st Dec 1988. This report is mentioned on day 10 of the Fatal Accident Inquiry, 17th Oct 1990. I would like copies of this report and the related log/timeline. If this request is too wide or unclear, I would be grateful if you could contact me as I understand that under the Act, you are required to advise and assist requesters. If any of this information is already in the public domain, please can you direct me to it, with page references and URLs if necessary.

Following a thorough search of our historical records, the Scottish Ambulance Service (SAS) can confirm that we do not hold copies of the report referred to in the Fatal Accident Inquiry (FAI) proceedings dated 17 October 1990, nor do we hold any associated logs or timelines. It is for this reason we have applied section 17 of the Freedom of Information Scotland Act 2002, as information not held.
Given the significant time that has passed since the incident (1988) and the FAI (1990), SAS no longer retains these materials. We understand that a report was submitted by SAS to the Procurator Fiscal at the time of the FAI, and it is therefore possible that the Procurator Fiscal’s office may still hold relevant material.
As the report was submitted to the Crown Office and Procurator Fiscal Service (COPFS) as part of the FAI process, you may wish to contact COPFS directly to enquire whether they hold archived records relating to the Lockerbie FAI:
