Response

Q1 - Information on the number of vehicles currently operated by the Scottish Ambulance Service is publicly available and published on our website.

This information is therefore exempt from disclosure under section 25(1) of the Freedom of Information (Scotland) Act 2002 (information otherwise accessible). It can be accessed in the Frequently Asked Questions section of the Scottish Ambulance Service website - Fleet list (PDF): fleet‑list‑20250806.pdf

The Scottish Ambulance Service does not hold a centrally recorded figure for non‑vehicle assets subject to regular maintenance and compliance inspections in a single reportable format. This information is therefore not held for the purposes of this request, and section 17(1) of FOISA applies.

Q2 – Yes – dedicated Fleet Management System is used

Q3 – Civica UK Ltd

Q4 – TRANMAN

Q5 – The Scottish Ambulance Service holds cost information for its fleet management software on a per‑vehicle basis, rather than as a single aggregated annual figure. While an annual cost could be derived, disclosure of this information would, when considered alongside other publicly available information, be likely to reveal the underlying pricing structure and commercial terms.

The information is therefore withheld under section 33(1)(b) of the Freedom of Information (Scotland) Act 2002, as disclosure would be likely to prejudice substantially the commercial interests of the Service and its supplier.

For completeness, funding for fleet systems is approved through a multi‑year business case, rather than as an annual licence cost. High‑level financial information relating to the fleet programme is publicly available within the relevant business case at:  scottish-ambulance-service-fleet-replacement-full-business-case-2026-2031_public.pdf. This information is exempt under section 25(1) of FOISA as it is otherwise accessible.

Q6 – 2011

Q7 – 31/03/2027

Q8 – Rolling Annual Review

Q9 – Subscription-based (for example annual license or SaaS) - based on annual renewal of series 7 licence, support and maintenance.
