I would like to request the following information regarding Clinical Team Leader staffing coverage.
For the period 1 January 2024 to the most recent date available, please provide the number of shifts where no Clinical Team Leader was rostered or available on duty for the following ambulance stations:
- Glasgow South,
- Edinburgh City,
- Aberdeen.
If possible, please provide the figures broken down by Shift type (day / night) and Weekday vs weekend. In case you do not hold the information in this format, please provide the information in the closest recorded form available that identifies occasions where Clinical Team Leader coverage was not in place at the station during the relevant shift period.

The Service does not hold Clinical Team Leader (CTL) coverage information in a reportable format. There is no system report that identifies CTL cover by station or shift, and creating this would require new analysis.
Several factors mean accurate figures cannot be produced:
- CTL duties and abstractions to Duty Flow Management are not recorded in a way that identifies which days or shifts were covered.
- “On duty” in GRS may refer to operational ambulance shifts rather than supervisory CTL duties.
- Some CTLs provide cover across multiple locations, so station‑specific availability is not recorded.
For these reasons, the Service is unable to provide the shift‑level CTL coverage data requested. This information is therefore not held under Section 17(1) of FOISA.
