Please provide a copy of the BASICS CODE REVIEW SBAR from July 2025 and all associated correspondence within SAS pre and post this SBAR relating to its contents. 

Response

Following enquiries with relevant service areas, we have not identified a final document formally titled an “SBAR” relating to the BASICS Code Review in July 2025. 

 

We are providing a copy of the following document, which represents the substantive and approved version of this work: 

  • Review of BASICS Responders Dispatch Code Sets (CRM Paper, July 2025) 

 

Some information has been redacted under section 38(1)(b) of FOISA as it constitutes personal data of identifiable individuals, including names and contact details of staff below senior level. 

Disclosure of this information would contravene the data protection principles set out in Article 5(1) of the UK General Data Protection Regulation. This exemption is not subject to the public interest test. 

 

This document sets out the proposed changes to the types of calls attended by BASICS Responders and the rationale for those changes. 

 

We have considered the emails held by the Scottish Ambulance Service in relation to the BASICS Code Review and have exempt these under section 30(b)(ii) of FOISA. The emails include free and frank discussions relating to proposed changes to BASICS responder call codes, including identification of process weaknesses, operational challenges and potential solutions, as well as opinion and feedback from stakeholders. 

It is considered that disclosure of this information would be likely to inhibit substantially the willingness of staff and external partners to engage in open and candid discussions of this nature in future. The outcome of these discussions is reflected in the CRM document provided. 

This exemption is subject to the public interest test. While there is a public interest in transparency, this is outweighed by the need to maintain a private space for candid discussion to support effective decision-making and service improvement.
