Under the Freedom of Information Act / Freedom of Information (Scotland) Act, please provide the following information relating to all insourcing contracts, insourcing providers, or waiting-list initiative services used by your organisation from 1 January 2024 to the present.
For each provider, please provide:
- Provider name.
- Specialty or specialties covered.
- Hospital/site where the work was undertaken.
- Contract start date and end date.
- Total contract value.
- Total amount paid to date.
- Whether the contract was awarded via a framework agreement, direct award, or competitive tender.
- Name of the framework used (if applicable).
- Procurement reference number or contract reference.
- Number of insourcing weekends, sessions, or programmes delivered.
- Total number of patients treated.
- Total number of procedures, clinics, or diagnostic tests undertaken.
- Any agreed activity targets and whether they were achieved.
Please also provide the rates charged by the provider, including (where held):
- Daily rates.
- Sessional rates.
- Theatre list rates.
- Per patient rates.
- Per procedure rates.
- Hourly rates.
- Weekend or out-of-hours premiums.
- Rates for consultants.
- Rates for surgeons.
- Rates for anaesthetists.
- Rates for nurses.
- Rates for operating department practitioners (ODPs).
- Rates for healthcare assistants.
- Rates for radiographers, endoscopists or other clinical staff supplied.
- Management fees.
- Administration fees.
- Mobilisation charges.
- Equipment charges.
- Consumable charges.
- Travel or accommodation charges.
For each contract, please also provide:
- A copy of the pricing schedule or rate card (with only genuinely exempt information redacted if necessary).
- A copy of the contract award notice or contract.
- The service specification.
- Key performance indicators (KPIs).
- Performance reports or contract review reports.
- Any penalties, service credits, or contractual deductions applied.
- Whether any contract extensions or variations have been agreed.

Following clarification, we have interpreted "insourcing contracts, insourcing providers, or waiting-list initiative services" as referring to arrangements used to reduce Referral to Treatment (RTT) backlogs and patient waiting lists.
The Scottish Ambulance Service does not provide acute hospital services and does not undertake RTT waiting list reduction programmes. Consequently, the elements of your request relating to:
- insourcing contracts and providers;
- waiting-list initiative services;
- contract values and payments;
- procurement routes and framework agreements;
- activity targets and performance measures;
- patient treatment volumes;
- pricing schedules and rate cards; and
- associated contract documentation,
are not applicable to the functions of the Scottish Ambulance Service.
As these activities are not undertaken by the Service, we do not hold the requested information.
