For each site the Service operates, please provide:
1. Designated disabled parking bays — the number, and the location of each: which car park, and grid reference, latitude/longitude or postcode if held.
2. Accessible toilets — for each site open to the public, the location of wheelchair-accessible toilets, by building and floor, and whether each needs a RADAR key.
3. Changing Places toilets — whether the Service has a facility meeting BS 8300, where it is, and its opening arrangements.
4. Step-free entrances and accessible drop-off — which entrances are step-free, and where any designated accessible drop-off point is.
If any of this already exists as a spreadsheet, GIS layer, access audit or estates plan, please send it in the format it is already in. A raw export is easier for you than a written summary and more useful to me. Electronic copy by email please.- Response
The Scottish Ambulance Service does not hold a recorded dataset that would allow it to identify and report the information requested for all Service sites.
While the Service holds various property, maintenance and building records relating to individual sites, it does not maintain a record totalling the number of:
- designated disabled parking bays and their locations;
- accessible toilets and their accessibility features;
- Changing Places facilities;
- step-free entrances; or
- designated accessible drop-off points
In order to provide the information requested, the Service would be required to review records, plans and documentation for each individual premises and apply judgement to determine which facilities meet the criteria set out in your request. This would involve creating new information rather than providing recorded information already held.
Under the Freedom of Information Scotland Act 2002 there’s a distinction between creating new information and compiling information already held. Where a request can be answered by compiling information from readily available resources held by the public authority, this is not the same as creating new information. However, if collation of the information would require skill and complex judgement, the information is not held.
It is for this reason we have applied section 17 of the Freedom of Information Scotland Act 2002 as information not held.
