Information Requested

I would like to request the following information under the Freedom of Information (Scotland) Act 2002.

The number of incidents where naloxone has been noted as being administered by ambulance crews (Scotland-wide and broken down by health board if available) for each calendar year from 2016 to 2026 (most recent).

Response

Please see the accompanying spreadsheet, which provides the number of incidents where naloxone was recorded as having been administered by Scottish Ambulance Service crews, Scotland-wide and broken down by Health Board and calendar year.

The reporting system used to extract this information was introduced in 2017. Therefore, information for 2016 is not held. In accordance with section 17(1) of the Freedom of Information (Scotland) Act 2002, the Scottish Ambulance Service gives notice that it does not hold this information.

The information is presented in two separate tabs:

  • T2 tab: Information recorded through the TerraPACE 2 reporting system from 1 January 2017.
  • T3 tab: Information recorded through the TerraPACE 3 reporting system, which began a phased introduction in parts of Scotland in June 2024.

As TerraPACE 3 is being introduced on a phased basis, an incident recorded in TerraPACE 3 may also be captured within TerraPACE 2. The figures in the two tabs must not be added together, as this could result in incidents being counted more than once and would not provide an accurate combined total.

The figures represent incidents where the attending crew selected the Naloxone (Narcan) drug button on the patient report form. They do not include incidents where naloxone was administered by a bystander or from the patient’s own supply.

For the given data, you will see that some of the figures are shown as <5, please note that this figure has been suppressed because the statistical value is more than zero but less than five. The Scottish Ambulance service has a duty, under the Data Protection Act to avoid directly or indirectly revealing any personal details. It is therefore widely understood that provision of statistics on small numbers, five or less are statistically suppressed upon disclosure.
