I request copies of recorded information held by the Scottish Ambulance Service relating to the restructuring of Ambulance Control that were submitted to, or formally considered by, the Executive Team (or equivalent senior management decision-making body) between 1 January 2025 and 31 December 2025. Specifically, I request:
- Any papers, reports, briefings, or presentations submitted to the Executive Team relating to Ambulance Control restructuring
- Associated appendices or annexes referenced within those papers
- Any covering papers or decision summaries that record the consideration or outcome of these items
For the avoidance of doubt, this request relates to recorded information already held and is not a request for new analysis or opinion

FOISA disclosures are made on the basis that the information may be shared more widely and may be published by the Scottish Ambulance Service (for example on our disclosure log). We have therefore assessed the information on the basis of public disclosure. Where information has been withheld, exemptions have been applied only to the limited parts of the documents where the relevant exemption applies (and, where required, the public interest test favours withholding).
We hold relevant recorded information and enclose copies of the documents identified within scope. These have been disclosed with redactions where exemptions apply.
The documents provided are:

- Executive Team Meeting Paper, Item 08 (07 October 2025): “SBAR ACC Leadership / Management Team Structure”
The Executive Team decision log records consideration of options for restructuring the ACC management team and the decision to proceed with a one-year test of change for an additional Band 8A post focused on non-conventional dispatch and resilience, with progress updates at 3, 6 and 12 months.
The SBAR paper provides the supporting context, options appraisal and recommendation for the ACC leadership / management structure and includes a financial implications section.The SBAR paper references appendices showing the current/changed/increased structures. These appendices are included within the document provided (as part of the paper content).
No additional standalone appendices or annexes have been identified as held separately out with the papers disclosed.We have redacted limited passages from the SBAR paper under section 30(b)(ii) of the Freedom of Information Scotland Act 2002, where the content records candid internal exchanges of views, evaluative commentary and option appraisal reasoning used to support Executive Team deliberation on organisational change. We consider disclosure would, or would be likely to, inhibit substantially the free and frank exchange of views in future, as staff and senior managers would be less likely to record and share candid assessments about operational and workforce challenges, governance pressures, and comparative option reasoning if they expected those views to be routinely released.
We have also redacted personal data under section 38(1)(b) where disclosure would contravene the data protection principles. This may include names and identifiers of individuals.
